New rules for Asbestos
On 14th June 2018, the Environmental Protection Agency (EPA) notified to World trade Organization their draft proposal for a significant new use rule (SNUR) for Asbestos: “Asbestos; Significant New Use Rule” under the Toxic Substances Control Act (TSCA).
The following uses are subject to this proposed SNUR: Adhesives, sealants, and roof and non-roof coatings; arc chutes; beater- add gaskets; extruded sealant tape and other tape; filler for acetylene cylinders; high- grade electrical paper; millboard; missile liner; pipeline wrap; reinforced plastics; roofing felt; separators in fuel cells and batteries; vinyl-asbestos floor tile; and any other building material (other than cement).
This draft indicates that Persons subject to the significant new use rule (SNUR) would be required to notify EPA for a significant new use and it would be not possible to begin the manufacturing until EPA has conducted a review, determination and actions about the notice.
